Constance is a native Floridian, reared Belle Glade, Florida whose roots run deep in Putnam County, Florida. Constance’s Mother was born, raised and married in Putnam County. Her Mother, a former Hospice Nurse, cared for her grandmother until 114 years of age in Palatka. From birth Constance has enjoyed spending summers, holidays, family reunions and celebrations with her family in Putnam County. During the pandemic, Constance moved to Palatka to live with her mom until it ended. Constance permanently moved to Palatka to care for her mom in 2024.
Constance was a student athlete and teenage parent. She took her 18-month-old son to College with her and earned her AA degree, Santa Fe Community College, BA in Political Science with a minor in English from the University Of Florida, and Law Degree from University of Florida Fredric G. Levin College of Law.
Dean’s List for Academic Excellence, Minority Academic Scholarship Award, American Businesswomen’s Association Scholarship Award, inducted into the Phi Kappa Phi National Honor Society.
Vice President for the Black Law Student’s Association (BLSA), Chairperson for the Adopt-A-School Mentoring Initiative, and the Annual Philanthropy Thanksgiving Basket Drives, Co-Chairperson for the Public Domestic Relations Committee, Student Liaison for the Law Education Assistance Program (L.E.A.P.).

Constance has approximately 31years of extensive inside courtroom experience beginning in 1993, as a 3rd year law student and Certified Legal Intern at UF College of Law representing indigent clients. Constance prosecuted cases at the Office of the State Attorney also as a Certified Legal Intern and defended cases at the Office of the Public Defender, before starting her own law practice in 1997.
Constance has a diverse litigation background which entails State and Federal Criminal Law, Juvenile Dependency Law aka DCF Child Abuse Law, Attorney Ad Litem for Special Needs Children, Family Law, Personal Injury Law, Probate and Contract Compliance Interpretation.
Constance is excited to be consistently building a clientele base in Palatka one client at a time as she connects the community.
Constance was a Managing Attorney the Juvenile Division of For One of the largest government agencies in the State of Florida, the Office of Criminal Conflict and Civil Regional Counsel, Second District Court of Appeal, 2007-2013, an agency created to represent indigent people who could not afford to hire their own private attorneys, and Constance simultaneously continued to run her law practice.

As a servant leader, Constance serves as co-chairperson on the Board of Directors at Bible-Based Fellowship Inc. of Carrollwood, and its Legal Ministry.
Constance is from a family who has served our country and community. Her father was an Army Veteran, her brothers are Marine Veterans, her uncles were Air Force Veterans, and her mentors and friends are Navy Veterans.
Constance is a member of the American Legion Auxiliary Bert Hodge Post 45. Kiwanis Club of the Azaela City, Member of Board of Directors for Putnam Habitat For Humanity and Rotary Of Interlachen and The Lakes, Participant with Leadership Putnam 2026 and mentor with Take Stock In Children.
She is also Teen Court Judge volunteer for the Hillsborough County Juvenile Diversion Program. Constance volunteered annually with the Great-American Teach-In.
Additionally, her prior community service has entailed memberships with the Kiwanis Club of Tampa, Brandon 86’ Rotary Club, Derrick Brooks Charities Crime Task Force and Girls Rites of Passage. Team mom, volunteer, and donor with Boys & Girls Club, Police Athletic League (PAL), and board member of Miracles Outreach Group Home Inc. Constance, coached Hoop-It-Up Basketball Competitions for 5 years.
Before Constance became a teen mom, she was a student athlete. Her extracurricular activities were cheerleading, basketball, softball and volleyball.
Constance knows it would be a privilege and an honor to serve the citizens of Palatka. just as it has been to serve the citizens of State of Florida. She believes in God and Family. She stands on many principles such as Service. Togetherness, Solution, Integrity, Accountability, Competence, and Great Work Ethic at a minimum. Constance will people with respect, listen to their concerns and work hard to find solutions.
